It will be quite safe to assume Sir Hector Hetherington's approval on behalf of the Colonial University Grants Advisory Committee, and to add a reference to this in the memorandum.

The Inter-University Council considered the plans only on academic grounds, and therefore did not record an opinion about the financial point that there is this excess of £1,533 on the estimates. Hector Hetherington would not approve an increase of the Colonial Development and Welfare grant to cover this excess, without putting the matter to the full Committee. The question does not, however, arise, because I understand from conversations with Dr. Ride that the

University would either reduce its

commitments to keep inside the limits of available funds, or meet the excess from other funds at its disposal.
